RFP preparation on Quality and Cost-Based Selection (QCBS) System for Procurement in High- Value Infrastructure Projects: Discussion on the policy and its implementation

In the realm of public procurement, ensuring that both quality and cost are adequately considered is critical for the success of complex infrastructure projects. Traditional procurement methods often emphasize the financial aspect, sometimes at the expense of quality. The Quality and Cost-Based Selection (QCBS) system addresses this issue by integrating a dual focus on quality and cost, thus promoting the selection of bids that offer the best value rather than the lowest price. This is related to all public procurement processes in the Government Sector especially under Govt of India.


The QCBS system is particularly pertinent for high-value infrastructure projects that require significant technical expertise and resources. As per Ministry of Finance Govt of India letter number F.1/1/2021-PPD Dated 29th Oct 2021 allowing QCBS system in works contracts, it is specified that projects are declared QOP by the competent authority to be eligible for in QCBS, generally project which requires unique challenges due to its complexity, location, quality requirements and other crucial factors demanding not only financial feasibility but also exceptional technical capability from the contractors are selected as QOP.

This study aims to provide a detailed framework for implementing QCBS, highlighting government policies that support its use, and outlining the steps required to ensure a fair and transparent procurement process. By doing so, it seeks to demonstrate how QCBS can lead to better project outcomes, especially in complex and challenging environments.
