Girish Bhatnagar, veteran of over 45 years in Public Procurement retired in 2009 as General Manager of East Central Railway.

He has provided consultancy in Public Procurement Capacity Building and Policy to the governments of Bhutan, India, Assam, Odisha and to World Bank, African Development Bank and European Union besides Public Sector Companies in India and South Africa.

He has B. Tech and PG Diploma in Mechanical Engg from IIT. Delhi and has also studied at Stern School of Business, New York University. He has also been trained in Procurement in Germany with German Railway and Industry.

He is Life Fellow Member of Indian Institute of Materials Management (IIMM) and a founder member of Indian Railways Institute of Logistics and Materials Management (IRILMM).

He was till February, 2016 Director General of IRILMM for nearly 7 years.

His recent contributions include,

• Project for European Union on Public Procurement Initiative – India.
• Review of Procurement Transactions of the Largest Public Sector Company of South Africa for AfDB
• Revision of three Procurement Manuals (Goods, Works and Services) for the Ministry of Finance
• Development of four Procurement Manuals (General, Goods, Works and Services) for the Govt. of Odisha (As part of World Bank's Team)
• Development of Procurement Manual for Kandla Port Trust, Ministry of Shipping (As part of World Bank's Team)
• Development of Procurement Manuals and SBDs (Goods and Services separately) for SPMCIL;
• Revision of Procurement Manual and SBD for SPMCIL
• Nearly 50 Training Programs on Public Procurement
• Formulation Public Procurement Policy for Royal Government of Bhutan;
• Drafting of Public Procurement Law and its Rules for the Government of Assam
• Training Need Assessment and Training Strategies for Public Procurement in Government of Rajasthan
• Developing RFP document for Procurement of Double Fortified Salt for PDS by various State Governments for FSSAI
• Developing RFP documents for complex and strategic procurements for Government of India;
• Development and digitization of contents for World Bank's Professional Diploma Program in Public Procurement (PDPP)
• Revision of PDPP due to GFR, 2017
• Participation in review of Public Procurement Bill by Ministry of Finance, Department of Expenditure
